OINP conducts Tech draw inviting 936 applicants - latest Draw

The Ontario Immigrant Nominee Program (OINP) sent targeted notifications of interest to applicants who would be eligible for Ontario's Express Entry Human Capital Priorities (HCP) stream on December 19, 2022.

In a new Tech Draw conducted by the province's Express Entry Human Capital Priorities stream, Ontario has sent out 936 Notifications of Interest to people wanting to immigrate to Canada.

The invited applicants for the Ontario Immigrant Nominee Program (OINP) draw on December 19, 2022, received between 484 and 490 Express Entry Comprehensive Ranking System (CRS) points.

Candidates must have submitted their Express Entry profiles in the previous 12 months.

What Does the Human Capital Priorities Stream of Ontario Express Entry Require?
  • Candidates must be eligible for the FSWP or the CEC and maintain an active profile in the Federal Express Entry system.
  • Have at least one year of full-time, or full-time equivalent, experience in a NOC occupation level 0, A, or B within the last five years if applying through the FSWP, or within the last three years if applying through the CEC.
  • Possess a qualification at least comparable to a Canadian Bachelor's degree.
  • Display language proficiency at least at CLB/NCLC level 7 in either English or French.
  • A determination to live in Ontario.
  • Having a legal right to live in Canada, if applicable.

1179 new Express Entry profiles are invited to the OINP Draw on September 28

A staggering 1,179 invitations were delivered today by OINP Draw (Ontario PNP) to Express Entry profiles in the Human Capital Priorities Stream with CRS cut-off scores of 496 or higher in 6 Tech vocations. In comparison to the previous draw in February 2022, this draw sent 406 more invitations.

In the six NOC codes indicated below, this draw took into account Express Entry profiles produced between September 28, 2021, and September 28, 2022:

The OINP will comb through the Express Entry pool looking for applicants who might:

  1. the Human Capital Priorities Stream's requirements
  2. possess professional experience in a particular National Occupational Classification (NOC) code

The Canadian government increases settlement assistance for immigrants in eastern Ontario

The future of Canada and our economic recovery from the pandemic depend heavily on immigrants. They contribute to the well-being of our neighbourhoods and work tirelessly to develop local economies, care for our loved ones, and create jobs.

Marie-France Lalonde, Parliamentary Secretary to the Minister of Immigration, Refugees, and Citizenship announced today the expansion of crucial resettlement capacity and settlement services in eastern Ontario in order to aid newcomers in settling in small and rural communities and gaining access to necessary services during their first year. Newcomers will have more access to case management help thanks to an expenditure of $840,271.

A further $605,648 was given to the Conseil Économique et Social d'Ottawa-Carleton (CESOC) to maintain its current Refugee Resettlement Assistance Program. As a result, the group will be able to provide crucial services to more government-assisted refugees in the area, including Afghan nationals.

In order for newcomers to successfully integrate into Canadian society, settlement services assist them in learning the language, locating employment, and establishing connections with their local communities. This project, put forth by the CESOC in response to the Resettlement Assistance Program and case management services call for proposals in August 2021, was chosen to provide additional case management services to aid refugees and vulnerable newcomers in relocating to and adjusting to life in eastern Ontario.

Ontario urges the Trudeau administration for a better immigration agreement

When announcing government support for a training programme for plumbers and pipefitter’s union members, Ontario's minister of labour, training, and skills development, Monte McNaughton, spoke in Sarnia.

This week's gathering in New Brunswick is being used by the Ontario government to exert more control over immigration. The Ford administration wants more say over who enters Ontario through the federal immigration system since more than 370,000 positions in the province are unfilled.

This week, Sean Fraser, the federal immigration minister, will meet with the ministers in charge of the immigration systems from each of the provinces and territories in Saint John, New Brunswick. Ontario's request is straightforward: provide us with workers to fill the open positions.

According to the current situation, 211,000 immigrants are expected to enter Ontario this year, and less than 5% of those will be chosen, said Monte McNaughton, the provincial minister of labour in charge of the immigration file.

Of the 405,330 immigrants that entered Canada in the year, 198,085 (49% or) arrived in Ontario. However, just 9,000 of those immigrants, or 4.5 percent, were selected by the province, despite the fact that other provinces were permitted to have a vote on who would come to their province.

Comparatively, Quebec had a say in the immigration of almost 50,000 people, and most provinces have more influence over immigration than Ontario does.

The number that Ontario will assist chooses this year has been upped by the Trudeau administration to 9,700 in response to the province's request for a larger voice. For McNaughton, it is insufficient, and he desires a better working relationship with the federal government, beginning with an immediate raise to 18,000 and a new contract signed in the latter half of this year.

"Nova Scotia is able to choose 50% of their total immigration, and once again, we're only able to choose 9,700, or less than 5% of the immigrants that are coming, and the labour shortage scenario is growing worse," McNaughton said.

The labour shortfall, which is already being felt across the continent, cannot be solved by immigration alone, but it is a crucial piece of the problem.

The immigration system needs to be fixed as soon as possible, according to McNaughton.

Ontario Immigrant Nominee Program for Human Capital Priority Stream

In order to attract foreign workers and international students who have the training, experience, and abilities needed to successfully settle in the province of Ontario, Ontario operates a Human Capital category.

Three Express Entry-related streams are run by OINP under this category: the French-speaking skilled worker’s stream, the Human Capital Priorities stream, and the Skilled Trades stream.

All three streams are passive, which means that interested applicants must wait for the province to choose them from the federal Express Entry pool and extend an invitation to submit an application for nomination.

Interested individuals must first be eligible under one of the federal programs, such as the Federal Skilled Worker Program (FSWP) or the Canadian Experience Class, in order to be taken into consideration under either of these streams (CEC).

OINP Attracts

Candidates in the Express Entry pool receive periodic Notifications of Interest (NOI) from the OINP inviting them to apply for nomination under one of the OINP's Express Entry streams. After the draws are completed, the specifics and methods utilized for each search are made public.

Eligibility Criteria

Stream for Human Capital Priorities in Ontario Express Entry

Periodically during the year, the OINP sends Notifications of Interest (NOI).

This stream is intended for professionals who want to live and work in Ontario and who have demonstrated skills and ability to succeed there.

  • In order to be eligible for this stream, applicants must:
  • Have an active profile in the Federal Express Entry system and be eligible for the FSWP or CEC.
  • Have at least one year of full-time work experience, or work experience equivalent to one year of full-time work, in NOC occupation levels 0, A, or B within the last five years if applying through the FSWP, or within the last three years if applying through the CEC.
  • Possess a qualification at least equal to a Canadian Bachelor's degree.
  • A desire to live in the Canadian province of Ontario.
  • Having legal status and residing in Canada, if appropriate.
  • Evidence of the necessary settlement monies.
  • The required Express Entry CRS score, as decided by the director through period draws.

Demonstrate proficiency in English or French at least at CLB/NCLC level 7.

Application procedure

From the Express Entry Pool, Ontario will choose qualified candidates. Candidates must:

1. Meet the prerequisites for one of the aforementioned streams AND.

2. Receive the minimum Comprehensive Ranking System score that the director has set.

In order to apply for nomination under the Ontario Immigrant Nomination Program, candidates must first receive a Notification of Interest (NOI) from Ontario.

After the NOI, the nomination application must be submitted within 45 calendar days. At this moment, a $1500 application fee is required.

The applicant will be awarded a nomination certificate and 600 points toward their Express Entry profile if their application is accepted.

They will be sent an invitation to apply (ITA) for the subsequent Express Entry draw.

They will receive an invitation to apply (ITA) for permanent residence from Immigration, Refugees, and Citizenship Canada at the subsequent Express Entry draw (IRCC). The ITA needs to be turned in within 60 days of being received.

An Overview: The Ontario Immigrant Nominee Program

The majority of immigrants in Canada reside in Ontario.

For those hoping to improve their chances of immigrating to Canada, the Ontario PNP offers nine options. 

198,000 new permanent residents, or roughly 49% of all new permanent residents in Canada, arrived in Ontario in 2021.

This is not surprising considering that Ontario has both Canada's largest metropolis and its greatest population. Because of Ontario's robust economy, well-established immigrant communities, and sophisticated support systems, many newcomers decided to live there.

The Ontario Immigrant Nominee Program offers nine different routes for people who want to relocate to Ontario (OINP).

A provincial nomination is what? 

The purpose of the Provincial Nominee Program (PNP) is to assist provinces in luring immigrants who can fill local labour shortages.

Candidates who fit the requirements for a particular pathway and who are nominated by a province may include this information in their application for permanent residence with Immigration, Refugees, and Citizenship Canada (IRCC). 

Why is a Provincial Nominee Program needed in Ontario? 

Ontario was the last province to implement a PNP in 2007 due to its already sizable immigrant population. The implementation of the system provided Ontario with the ability to choose people who would be a suitable fit and address workforce shortfalls as well as increased opportunities for newcomers to Canada to set up a good foundation for them financially inside the territory. With the exception of Quebec and Nunavut, each area and region in Canada runs its own PNP.

What classifications does Ontario provide?

There are four provincial nomination streams in Ontario, and there are sub-streams within each category, making a total of nine provincial immigration channels in the province.

Priority Steams for Human Capital

The Express Entry application system and the Human Capital Priority Streams work together.

If a person demonstrates an intention to settle in Ontario, they are also eligible for provincial nomination through the same streams under the Federal Skilled Worker Program (FSWP) or Canadian Experience Class (CEC).

French-speaking Skilled Workers Class

Ontario provides the French-Speaking Skilled Worker Class for persons who are fluent in both official languages. In terms of work experience, education, and evidence of finances, this program is identical to FSWP; however, applicants must also have a CLB score of 7 in French and 6 in English.

Stream for Skilled Trades

Candidates who qualify for the Federal Skilled Trades Program (FSTP) through Express Entry are also qualified for provincial nomination under the Skilled Trades stream. The National Occupational Classification (NOC) codes Minor Group 633 or Major Groups 72, 73, or 82 must be met by candidates, who must also have a minimum of one year of work experience in their trade.

Employer Job Offer Category

If Express Entry is not an option for you, you can express your interest to the province by being nominated in other categories. Only when requesting a nomination directly from the provincial government is an Expression of Interest appropriate.

An EOI informs the Ontario government that you would like to be invited to apply. If you decide to follow one of these tracks, you can only apply to OINP if you have been invited to do so.

You must fill out an attestation on the same day you submit your EOI that certifies everything in it is true and that you fit the requirements for the program you've chosen. The next step is to wait for a nomination invitation from the province. 

Employer Job Offer: Stream for Foreign Workers 

This route is intended for foreign workers who are out of the country but have a job offer from a business in Ontario. 

The position must fall within NOC codes 0, A, or B, and you must be able to show that you have either accumulated two years of work experience in the same occupation or the necessary license.

Employer Job Offer: Graduates from Other Countries

Candidates who have obtained job offers from a business in Ontario and are graduating from colleges or universities in other countries should apply to this stream. 

The position must fit into NOCs 0 or A. The following educational requirements apply:

A degree, diploma, or certificate that requires a completed degree as an admission requirement and takes at least two years to complete if you study full-time. A degree, diploma, or certificate that takes at least one year to complete if you study full-time 

Employer Job Offer: In-demand occupations 

If they have enough experience in professions where Ontario urgently needs more workers, skilled workers from Canada or overseas with experience that falls under NOC C or D may file for nomination. Depending on whether the job offer is for work inside or outside the Greater Toronto Area, the jobs vary slightly (GTA).

Anywhere in Ontario—including the Greater Toronto Area—can practice the following professions: 

•          NOC 8611 – harvesting labourers

•       NOC 9462 – industrial butchers and meat cutters, poultry preparers, and related workers

•          NOC 3413 – nurse aides, orderlies, and patient service associates

•      NOC 4412 – home support workers and related occupations, excluding housekeepers

•          NOC 8431 – general farm workers

•          NOC 8432 – nursery and greenhouse workers

•          NOC 7521 – heavy equipment operators (except crane)

•          NOC 7611 – construction trades helpers and labourers

•          NOC 7441 – residential and commercial installers and servicers

•          NOC 7511 – transport truck drivers

Canada Occupation in Demand List – Find Your NOC

Only individuals with job offers outside of the GTA are eligible for these professions.

·        NOC 9536 – industrial painters, coaters, and metal finishing process operators

·        NOC 9537 – other products assemblers, finishers, and inspectors

·        NOC 9411 – machine operators, mineral and metal processing

·        NOC 9416 – metalworking and forging machine operators

·        NOC 9446 – industrial sewing machine operators

·        NOC 9461 –process control and machine operators, food, and beverage and associated products processing

·        NOC 9417 – machining tool operators

·        NOC 9523 – electronics assemblers, fabricators, inspectors, and testers

·        NOC 9526 – mechanical assemblers and inspectors

·        NOC 9418 – other metal products machine operators

·        NOC 9421 – chemical plant machine operators

·        NOC 9422 – plastics processing machine operators

·        NOC 9437 – woodworking machine operators         

Categories for Masters and PhD

The other two projects are planned exclusively for Master's and PhD graduates on from Ontario colleges who expect to stay in the area. The Master’s Graduate Stream requires finish of the program and something like one year of study at an approved Ontario college. In Ontario, PhD candidates must devote at least two years to finishing their degree. Candidates for both streams must have spent at least one year of the previous two years in Ontario.

Category for Entrepreneur

Different rules apply to the Entrepreneur Category. Candidates must file an EOI for this category as well, but if they are invited to apply, they must additionally go to a mandatory interview and sign a performance agreement. If they are accepted, they will be given a temporary work permit to enter Canada and will have 20 months to put their company plan into action and submit a final review after arriving. The applicant will be requested for identification to demonstrate their eligibility for permanent residence if they have satisfied the business conditions.

Conclusion

Over 93 percent of immigrants in Ontario remain there. This is so because PNPs like OINP are particularly effective at encouraging newcomers' economic setup while also helping the province. On track to equal or surpass that number in 2022, Ontario sent out approximately 9,000 invitations to submit applications for a provincial nomination in 2021.
