Ontario urges the Trudeau administration for a better immigration agreement

When announcing government support for a training programme for plumbers and pipefitter’s union members, Ontario's minister of labour, training, and skills development, Monte McNaughton, spoke in Sarnia.

This week's gathering in New Brunswick is being used by the Ontario government to exert more control over immigration. The Ford administration wants more say over who enters Ontario through the federal immigration system since more than 370,000 positions in the province are unfilled.

This week, Sean Fraser, the federal immigration minister, will meet with the ministers in charge of the immigration systems from each of the provinces and territories in Saint John, New Brunswick. Ontario's request is straightforward: provide us with workers to fill the open positions.

Free Canada Immigration Assessment Form

According to the current situation, 211,000 immigrants are expected to enter Ontario this year, and less than 5% of those will be chosen, said Monte McNaughton, the provincial minister of labour in charge of the immigration file.

Of the 405,330 immigrants that entered Canada in the year, 198,085 (49% or) arrived in Ontario. However, just 9,000 of those immigrants, or 4.5 percent, were selected by the province, despite the fact that other provinces were permitted to have a vote on who would come to their province.

1Ontario’s Express Entry Human Capital Priorities Stream$1,500credit card
2OINP Entrepreneur Stream$3,500credit card
3OINP Employer Job Offer: Foreign Worker Stream$2,000credit card

Comparatively, Quebec had a say in the immigration of almost 50,000 people, and most provinces have more influence over immigration than Ontario does.

Also, read: 28 invites were sent out by Ontario under the Entrepreneur Stream via OINP

The number that Ontario will assist chooses this year has been upped by the Trudeau administration to 9,700 in response to the province's request for a larger voice. For McNaughton, it is insufficient, and he desires a better working relationship with the federal government, beginning with an immediate raise to 18,000 and a new contract signed in the latter half of this year.

"Nova Scotia is able to choose 50% of their total immigration, and once again, we're only able to choose 9,700, or less than 5% of the immigrants that are coming, and the labour shortage scenario is growing worse," McNaughton said.

The labour shortfall, which is already being felt across the continent, cannot be solved by immigration alone, but it is a crucial piece of the problem.

The immigration system needs to be fixed as soon as possible, according to McNaughton.

To improve the immigration system, more is required than just a new agreement with Ontario. More than two million individuals are presently waiting in line to immigrate to Canada, and the deadlines for those who are accepted are less than ideal.

The government skilled trades programme currently has a processing duration of 47 months, or little under four years, at a time when Canada is in desperate need of individuals to fill open positions in the skilled trades. When your abilities are in demand all around the world, would you wait four years to immigrate to Canada?

Easiest PNP to get Canada PR in 2022

While the "express" version of the provincial nominee programme requires 18 months to complete an application, a federal programme to draw entrepreneurs has a 42-month processing time.

In order to expedite the processing of these applications and the immigration of individuals, the Ford administration has volunteered the help of employees in the provincial civil service. That offer has not yet been accepted, and the federal government has shown no interest in increasing Ontario's influence over the choice of immigrants who will come to this country to fill open positions.

According to McNaughton, there is a need for labour from immigrants in all industries and regions of the province. It's unclear if he will be able to negotiate a new contract.

Both sides are in favour of boosting immigration to Ontario; the question is how to proceed and who will have the final say.

Ontario PNP Invites 1034 Individuals in the New Draw - Aptech Visa

In the new PNP draw, Ontario recommends a CRS score in the skilled trade stream ranging from 300 to 461; invited candidates must have a profile in IRCC's Express Entry system.

On April 26, Ontario sent an invitation to 1034 Express Entry candidates to seek a provincial nomination in authorized occupations.

Applicants from Ontario with high grades are presently qualified to apply.

Canada has not had an Express Entry draw for anyone other than PNP applicants since September 2021. Minister of Immigration Sean Fraser has not given a precise date for restarting drawings for Canadian Experience Class (CEC) and Federal Skilled Worker Program (FSWP) candidates, but he recently promised business leaders that it will happen "shortly."

Since then, only PNP candidates have been invited. Candidates having an Express Entry score of more than 467 in Ontario were not asked to apply for a nomination in 2021. As a result, some candidates attempted to decrease their pool ratings in order to get nominated in Ontario.

As indicated by the revised 2022-2024 Immigration Levels Plan, Canada intends to get 83,500 workers this year through both Express Entry-adjusted and base PNP classifications. The new points are more noteworthy than the public authority's earlier targets, which held back nothing migrants in 2022 and 83,000 out of 2023 in the past levels plan.

Provincial Nominee Programs (PNPs) empower Canadian regions to welcome foreigners who satisfy their nearby work market needs. Applicants who are designated by territory for Express Entry have almost ensured an Invitation to Apply (ITA) for permanent residence in Canada. Immigrants who are designated by a region for Express Entry have almost ensured an Invitation to Apply (ITA) for PR in Canada.

In relation to Express Entry

Express Entry is a process that allows people to apply for permanent residence immediately with Immigration, Refugees, and Citizenship Canada (IRCC). It is not an immigration program in and of itself, but it is in charge of processing applications for the Federal Skilled Worker Program, Canadian Experience Class, and Federal Skilled Trades Program.

If you are eligible for one or more of these programs, you can create an Express Entry profile. You'll be given a score based on your work experience, education, age, and English or French language skills, among other variables, after you've uploaded all of your documents.

Every two weeks, the IRCC holds a draw and awards ITAs to the top scorers, allowing them to apply for permanent residency in Canada.

More immigrants are wanted in Ontario.

Each year, Immigration, Refugees and Citizenship Canada (IRCC) distributes a set number of nominations to provinces and territories that operate Provincial Nominee Programs (PNPs).

In 2021, Ontario will receive 8,350 nominations for temporary foreign workers in intermediate skilled occupations, NOC Skill Level C, plus an additional 250 nominations.

Ontario had issued 8,600 nominations as of November 10, 2021. In an October interview with CIC News, Ontario's immigration minister, Monte McNaughton, said the province is requesting the federal government to treble its allocation next year.

The Working for Workers Act, which was recently approved in Ontario, will, among other things, assist immigrant workers in integrating into regulated industries outside of the health-care sector. It will make it illegal for regulatory organisations to need Canadian work experience, abolish the necessity for a language exam for licensing purposes, and speed up the licensing procedure, especially in emergency situations.
