The immigration department of Australia released the number of invitations under different visa subclasses for Australian states and territories.
The Department of Immigration and Border Protection (DIBP) has announced the invitation round results for the month of October under Australia Skilled Independent Visa Subclass 189 and Australia Skilled Regional Provisional Visa Subclass 489 to invite skilled migrants to come and settle in Australia.

Why the processing time for Australian Visa is too long?

Well, I cannot really tell the exact reason of Australia taking long to invite applicants for Australian Permanent Residency Visa as I don’t know about the visa category in which you applied nor your immigration point score. What are the points requirement to get invitation for Australia Permanent Residency?

Can I apply for Skilled Independent Visa 189 BSC(CS) through distance education from Alagappa University?

Yes, Australia accepts distance learning education provided your university is accepted as a recognized university for distance learning and education in Australia.
If your university is acceptable then you are good to apply for Australian permanent residency. However, if your university is not mentioned on the list then your educational qualification would not be considered by Australia immigration department.
No matter your educational qualification is regular or distance-learning, if it is not mentioned on acceptable university list of Australia, it will not be considered whatsoever.

For Australia PR is 65 points enough for electrical engnieer to apply?

Well, Australia has increased its pass points from 60 to 65. Thus, with the current invitation round results, it is nearly impossible to receive Australia PR with 65 points and that too for electrical engineers.

What are the changes of getting Australia PR with 65 oints where EOI submitted on 2nd October 2017?

Going by your question, you have applied for Australia PR and EOI dated 2nd October, 2017 so, your EOI is valid for one year and if you are unable to receive an Invitation to Apply (ITA) within the specific period of time, you will have to apply again.
Seeing the increase in competition, it is difficult to say whether you will receive ITA or not with 65 immigration points. As per the latest DIBP results, applicants are getting invitation with immigration score of 75 and above.
Therefore, it is suggested that instead of waiting for invitation by not doing anything, you can try to improve your immigration point score to increase your chances to receive ITA.
You may try to give language test again if you are not fulfilling the point criteria, getting 7 IELTS bands/65 PTE score will give you 10 additional points and 8IELTS Bands/79 PTE score will give you 20 additional points.
Additionally, you may try to get a nomination or sponsorship from the Australian state/territory or an eligible relative.
The Australia Skilled Nominated Visa 190 will give you 5 additional points to be added towards your overall immigration point score and Australia subclass 489 sponsorship or nomination will give you 20 additional points towards your overall immigration point score.
