As of now, Telecommunication Engineer (263311) is listed on Medium and Long Term Strategic Skill List (MTLSSL 2018) that enables you to apply for permanent residency visa. Though, the immigration chances depends upon your Australia point score.
There are different PR programs under Australia General Skill Migration Program that allows you to come and settle in the country on permanent basis. The categories are Australia Skilled Independent Visa Subclass 189, Australia State Sponsored Visa Subclass 190 and Australia Skilled Regional Provisional Visa Subclass 489.
All the above mentioned categories are point based programs that require at least 65 points out of 100 on Australia point assessment grid. The points are calculated for age, educational qualification, work experience, language ability and other factors.
As your points are 65 without any nomination, you are eligible to apply for permanent residency of Australia. With five additional points from state nomination for Subclass 190, your total score will become 70 points that will eventually increase your Australia PR chances.

· High immigration point score
· Any other query raised by the immigration department
As per DIBP, the latest PR processing time for Subclass 190 is:

What is the procedure for filing Australia PR I am an engineer with 5 plus years of experience as an Automotive CAE?

A good working experience surely adds immigration points but it does not guarantee Australia PR. As you know a point based immigration system is followed where every factor is taken into consideration. The minimum required points are 65 points out of 100 on Australia assessment grid. The points are calculated for age, educational qualification, work experience, skills, language ability and other factors. Thus, if you are able to meet the required Australia pass points, you may apply for Australian Permanent Residency.
However, the first thing you need to do is check the Australia Occupational demand list for your nominated occupation and based on that decide the best possible skilled migration visas.
You can decide skilled migration visa from:
· Australia Skilled Independent Visa Subclass 189
· Australia State Sponsored Visa Subclass 190
· Australia Skilled Regional Provisional Visa Subclass 489
After deciding the visa category, take language requirement test (IELTS or PTE) and skill assessment too.
Below mentioned are general Australia PR steps for skilled migration visas:
1. Skill Assessment
A relevant accessing body for your occupation will access educational qualification and work experience done by you and based on that you will get positive or negative skill assessment report. To move further for Australia PR, you require positive skill assessment report
2. Submit expression of interest through Skill Select
Expression of Interest is your way to notify the Australian government that you are interested to apply for Australia PR. The skillSelect asks you certain questions on the basis of your educational background, skills and work history.
3. Wait for state/territory nomination
For nominated visas like Australia Skilled Nominated Visa 190 and Australia skilled regional provisional visa subclass 489, you require a state/territory nomination.
4. The applicants with the highest immigration points score are invited to apply for Australia PR.

As a mechanical engineer in India how to get Australia PR and job in Australia?

Mechanical Engineer (233512) is currently in demand in Australia’s Medium and Long term Skilled Occupational list (MLTSSL 2018) for Australian Permanent Residency. This means that applicants having skilled experience as mechanical engineer still have a chance of applying for Independent visa subclass 189.
However, Mechanical engineer falls under pro-rata occupation. These occupations have high demand and due to this, the number of invitations under pro rata occupation is limited to a certain limit for ensuring enough spaces for the occupation around the year resulting in high immigration point requirement to get invitation for pro-rata occupations.
The occupational ceiling for mechanical engineers has been fixed at 2161 for the year 2018-19. Out of which only 0.78% has been filled. Thus, as mechanical engineers, you have good chance of immigrating to Australia provided you meet the Australia PR requirements.
To be able to apply for Australian Permanent Residency, you require at least 65 points out of 100 on Australia assessment point grid. The points are calculated for age, educational qualification, work experience, relevant skills, language proficiency and other factors.
Though, for mechanical engineer background, you require at least 75 immigration point score to be able to receive Invitation to Apply (ITA) under Australia Skilled Independent Visa Subclass 189.
The higher are your immigration points, the better are your chances of receiving Australia PR.
Therefore, I would like to suggest that you may initiate your Australian permanent residency process as skilled worker having relevant work experience in mechanical engineer occupation.
A good time is foreseen as there are still lots of positions needed to get filled for the current year.
