How can I apply as a provincial nominee to come to Canada?

After Express Entry, the Provincial Nominee Program (PNP) is the second most popular route for eligible workers to come to Canada. It was founded in 1998. As a result, the Provincial Nominee Program (PNP) permits Canadian provinces and territories to nominate people who want to immigrate to Canada and settle in a certain province. The Nunavut Territory in Northern Canada and Quebec are the sole exceptions. Instead, the province of Quebec has the power to set its own economic immigration selection criteria.


The primary objective of the PNP is to disseminate the benefits of immigration to all parts of Canada. Prior to the creation of the PNP in 1998, the majority of immigrants to Canada resided in Ontario, Quebec and British Columbia. However, since 1998, the distribution of immigration to Canada has been more consistent, in part as a result of the PNP such as the Prairie Provinces (Alberta, Saskatchewan, and Manitoba) and the Atlantic Provinces (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador) attract more immigrants.

You must be nominated by a Canadian province or territory if you want to immigrate to Canada through the Provincial Nominee Program (PNP).

The first step is to apply for a Permanent Residence Permit (PNP) in the province or territory where you intend to live. You must have the skills, education and work experience to establish yourself and your family in Canada in order to be eligible.

The province or territory will determine whether or not you can fulfil their economic and labour market demands, as well as those of Canada. They can inform you how long it will take for your application to be processed.

Following the approval of your application by the province or territory, you must apply for permanent residence within the time frame specified by the province or territory. Whether you must apply using the Express Entry system or the standard application process will be determined by the province or territory:

• Nomination through the PNP Express Entry Stream: If you haven't previously applied for Express Entry, you'll need to fill out an application and get approved into the pool. Using our Come to Canada tool, you may start the process.

OR

• Applicants for permanent resident status under a non-Express Entry PNP stream are required to apply for permanent residence through the regular application process.
