Manitoba Received 120 Letters Of Interest For The 139th Draw.

The Manitoba Provincial Nominee Program (MPNP) welcomed 120 applicants to apply on March 10. The invitations were divided among three immigration streams:

  1. Talented Workers in Manitoba - 50 invitations with a base score of 781;
  2. Talented Workers Overseas - 34 invitations with a base score of 718; and
  3. Global Education Stream - 36 invitations with no score prerequisite.

Additional Requirements for Employment

• Must be a long-term, full-time job offer that meets the province's employment and salary criteria 

• Position offered cannot be home-based, part-time, temporary, seasonal, or commission-based Official Language Proficiency

• For regulated occupations, a minimum CLB/NCLC level 7 is required; for compulsory trades, a minimum CLB/NCLC level 6 is required; for all other NOC 0, A, or B, a minimum CLB/NCLC level 5 is required; and for semi-skilled jobs (NOC C or D), a minimum CLB/NCLC 4 is required.

• You must show that you want to reside in the province.

Pathway for Employer-Directed Recruitment

This route is for immigrants who have work offers from Manitoba firms who have been authorised. The MPNP's Employer Direct Recruitment Pathway has the following requirements:

Work Experience 

  • A minimum of 2 years of relevant work experience in the last 5 years is required OR
  • If the job experience exceeds two years, the employer must identify the relevant experience.

Requirements for Additional Employment/Job Offers

• Must have a long-term, full-time work offer that meets the occupation's employment and salary criteria in the province.

• The employer has a registered commercial business that has been in operation for at least three years prior to the application.

• Working conditions must be comparable to those of a citizen of Canada.

• No home-based, part-time, temporary, seasonal, or commission-based positions may be provided.

Proficiency in official languages

• For Occupations That Are Regulated: CLB/NCLC level 7 is the minimum.

• Minimum CLB/NCLC level 6 for compulsory trades

• Minimum CLB/NCLC level 5 for any other NOC 0, A, or B

• Minimum CLB/NCLC 4 for semi-skilled professions (NOC C or D):

Must demonstrate a desire to live in the province

• Post-secondary education and/or training in the occupation being sought or designated by the business is required. They must apply to the regulatory authority to have their abilities and credentials appraised and/or pass a test if the position requires licence or certification.

• For NOC skill types C and D, the province reserves the right to choose persons with no post-secondary degree if they have the necessary training.

• The candidate's age must be between 21 and 45 years old.

Employer Eligibility for Strategic Recruitment Initiatives 

• Prospective employers must fulfil certain criteria in order to participate in strategic recruitment initiatives.

Overseas Skilled Worker Stream     

This stream features a federal Express Entry-style pathway as well as a direct provincial route.

Express Entry                                                                                             

Candidates with an express profile can apply for provincial nomination using this MPNP's Express Entry pathway. They must meet all Express Entry programme standards and have an Express Entry profile. A valid express entry ID and job seeker validation code are required. Must intend to live in Manitoba and have a "strong connection" to the province.

Human Capital Pathway

Candidate must have worked full-time for a minimum of six months in a high-demand occupation in the province. Must be at least 18 years old and no older than 45 years old, must meet the Low Income Cut-Off (LICO) standards for 6 months of independent financial resources

MPNP 2022 candidates must submit an Expression of Interest (EOI) to the organisation. EOIs are placed in an EOI pool alongside profiles of other candidates. The candidate's answers are then used to assign points to each profile. The Manitoba point assessment grid is used to award these MPNP points.

Stream for International Education

International graduates of Manitoba's educational institutions are eligible to apply to this stream. Underneath this stream, there are three options:

Career Employment Pathway

Science, technology, engineering, and mathematics (STEM) graduates from abroad who wish to become permanent residents of the province can follow this path. The minimum requirements are that they must have graduated in past 3 years from a designated post-secondary Manitoba educational institution and must be of CLB level 7 or higher.

Graduate Internship Pathway

Manitoba is seeking qualified candidates with master's and doctorate degree programmes who are prepared to live and work in the province. Candidates must have completed a master's or doctorate programme in Manitoba within the previous three years, and must have a minimum of CLB level 7. In order to demonstrate their ability to provide independent financial resources for 6 months, they must demonstrate liquid funds equivalent to Low Income Cut-Off (LICO) requirements.

Student Entrepreneur Pathway

Manitoba PNP's Student Entrepreneur Pathway is designed for overseas graduates from the province who desire to establish a business in Manitoba. Prior to being recommended for permanent residency, applicants must fulfil the requirements of a BPA (Business Performance Agreement). A BPA must be signed after the application is granted prior to MPNP releasing a letter of support for applying for a work permit.

Business Investor Stream
