Australian Immigration SkillSelect June Updated News 2019

It is speculated that Department of Australian Immigration will invite 100 invitations in the last month of immigration year for the Australia Skilled Independent Visa Subclass 189 and 10 invitations for the Australia Skilled Regional Provisional Visa Subclass 489 (Family Sponsored Stream).
The 110 invitations are given in an order to manage the pipeline of applications on hand and avoid increasing processing times for people who have already been invited and applied for a visa.
The Australian Immigration department further reveals that 2019-20 Immigration level plan for the Skilled Independent Category (including Visa 189 New Zealand Stream) has been reduced to 18,652 places- a significant decrease from previous years resulting in further management of applications needed to continue to keep sending invitations for each month in the 2019-20 program years.

As new regional visas will be implemented in November 2019, the immigration department has already started their workflow processes in accordance with the new regional visas programs.

Proposed Australian Citizenship Requirements 2019

The Australian Government is planning to implement the changes in Australian citizenship by introducing some changes in the Australian citizenship law that will make permanent residents to wait longer and require evidence of their English proficiency before they can apply for Australian Citizenship.

The government of Australia announced the refurbish of the citizenship law in April 2017 when it proposed the high score in the English language test and increased the waiting period for permanent residents before becoming eligible for Australian citizenship. However, due to opposition from the political parties the law couldn’t be passed so far.
The Department of Prime Minister and Cabinet under former Prime Minister Malcolm Turnbull last year mentioned the citizenship bill for introduction and passage in the spring sittings.
However, the Government did not bring the Australian Citizenship Legislation Amendment (strengthening the requirements for Australian Citizenship and other measures) bill for discussion in parliament.
PROPOSED CHANGES:
The applicants applying for Australian Citizenship earlier were required to prove competent English by securing at least 6 bands on the International English Language Testing System (IELTS) exam in order to be eligible for Australian citizenship. Though, after fiasco in Senate, the government scaled down the English requirement to ‘moderate’, or 5 bands on IELTS.
Additionally, the changes were also proposed in the general residence requirement. As of now, the migrants who have lived in Australia for four years with at least one year as permanent residents can apply for citizenship. However, the government is planning to increase the period of stay as a permanent resident to minimum four years irrespective of the time spent in Australia before acquiring permanent residency.


The Former Citizenship Minister Alan Tudge told SBS Punjabi in June 2018 that the government was still “consulting” about the key elements of the citizenship legislation. The minister added, “We haven’t settled on the precise formula and we would still like people to have that level of English before they become citizens.”
Though, the question of language requirement hasn’t been settled yet.
Some level of English is good for migrants as well as for the country," said Minister David Coleman to SBS Punjabi. "I'm currently considering what level that should be at."

Report: 80% Australians Says Immigration has Positive Impact On Economy

The recent report released by The Scanlon Foundation released a report stating that 4 out of 5 Australians feel immigration is beneficial for the economy. The report tracked the opinion of the people on immigration and population concerns.
The survey mapped 1500 Australians, where 52% of the respondents felt that the current immigration numbers are just okay. 43% felt that the immigration numbers are too high for Australian population.
Andrew Markus, Researcher from Monash University said that 82% of respondents felt immigration improved the Australian Society. The overseas migrants have brought new ideas and cultures that improved the overall society.
80% of Australians also agree that immigration is good for the overall development of the economy. The migrants brought fresh ideas and created new jobs.
The Australian Population has increased by 5 million. As per the Australian Bureau of Statistics, the Australian population is set to reach 30 million between 2029 and 2033.

Though not every Australian was happy with the coming up of migrants in Australia, 54% of the respondents showed concern at the overcrowding of Australian major cities. 49% of the respondents are concerned over the increasing housing projects due to immigration. The other 48% of respondents blamed Australian government insufficient management of population increase.
The Australian Government aims at improving the population level to ease the stress on Australian cities. It is projected that Scott Morrison might cut down the immigration numbers by 30,000.
The annual cap f immigration intake was lowest in 2017-18 with only 163,000 PR visas issued under Australian Permanent Residency Visas.
Most of the respondents also felt that multiculturalism was good for Australia as it involves change of culture, ideas and belief of two countries. It involves adaptation both from the people in Australia and from the ones coming from overseas. The survey also asked the question to the respondents about adaptability of culture, where 54% of respondents felt that immigrants should adopt their behavior to be like people of Australia. Though, 37% felt that government should do something in order to maintain the traditions and customs of migrants.
Also, the rate of discrimination on the basis of religion, or skin color has also been reduced since 2016, as per SBS.

Western Australia Invitation Accountant Round Results for November 2018

Western Australia recently released its invitation round results for the month of November 2018 inviting migrants under Graduate Stream for Western Australia Invitation round.
The current round was conducted for Accountants General (221111) occupation for Australia Skilled Nominated Visa Subclass 190 and Australia Skilled Regional Provisional Visa Subclass 489.
The invitation round was conducted for the Accountants having no experience but a Master’s degree for Australia skill migration categories.
The Applicants having proficient English language score with PhD or Master’s Degree and zero year of experience were invited to apply by the Western Australia Governmentwith 80 points. A tie break rule was applied where the applicants who have submitted their EOI before 8/07/2017, 12:26 PM were invited to apply for Western Australia nomination program.

Also, migrants were invited for Australia Skilled Regional Provisional Visa Subclass 489 with 75 point score. The criteria however remain the same for this category as well. A tie-break rule was applied to invite applicants for Subclass 489. This means that applicants who have submitted their profile before 09/07/2018, 8:53 PM were given invitations in this current draw to apply for Western Australia Nomination Program.
Additionally, those migrants with 3 years of experience were also invited in the Accountant category under Australia Skilled Nominated Visa Subclass 190 with 70 immigration points. A tie-break rule was applied to invite the potential migrants where tie-break date was 15/10/2018 and time was 2:02 PM stating that applicants who have applied before the mentioned date and time were invited to apply in this current invitation round.
All the above categories applicants were invited having proficient language score.
The occupation is still available for future nomination, though immigration level is uncertain and any changes in the status of occupation will be notified by the Western Australia’s Government.

The 2019 Australian Immigration Intake Still Not Decided!

The government has not decided whether it will change the annual immigration cap of 190,000 that has been in place for eight years.
No decision has been made on how many migrants will be accepted by the Australian Immigration Department next year, immigration minister David Coleman has told SBS News.
The annual cap for the last 7 years has been fixed at 190,000 under Labor and Coalition governments. And almost every time, the department is able to meet the labour cap. Though, in 2017-18, immigration intake was at its lowest with just 163,000 permanent arrivals inclusive Skilled and family visas.
The Home Affairs Minister Peter Dutton was working on plan to lower the formal ceiling by 30,000 places, so if this happens it will most likely to have the same immigration numbers as of previous year.

When contacted the offices of both Ministers, they said no decision has been made and the cap for 2019-20 would only be set after a standard, annual “consultation” with states, employer groups and other stakeholders.

The 2017-18 Australian Migration Invitation Report At Glance!

The migration program 217-18 has been publicly released after two and a half months of Senate estimation. As reported in The Australian, the outcome was indeed 162,417 over 27,500 below the ceiling of 190,000- the largest program shortfall in the last 50 years.
The reason of low ceiling is accounted by shifting risks and an increased focus on integrity resulted in the number of visa refusals and withdrawals. The total number of refusals increased by46.2 percent while withdrawals increased by 17 percent.
The reason of low occupational ceiling is not clear unless and until Home Affairs Minister provides a detailed breakdown of the increased refusals and withdrawals by visa category.
There were good amount of application numbers to meet the ceiling though increase in backlogs in 2017-18 increased the processing time to alarming levels, even in visa categories where the application rate fell significantly.
The reasons of visa refusals can be termed as bizarre or silly. Some of the information became obsolete while some reconsider applying their application. The backlog at the Administrative Appeals Tribunal (AAT) is now almost 50,000 applications- well beyond current AAT resourcing levels.
In the year 2017-18, skill stream delivered 111,099 visas under employer sponsored migration and independent skilled visas. The visa issued in the employer sponsored categories was down from 48,250 in 2016-17 to 35,528 in 2017-18. The application rate fell by 27.1%. This means there was decline of 53,094 persons at end June 2017 to 52,503 at end June 2018.
Within the employer sponsored categories is the Regional Sponsored Migration Scheme (RSMS). The RSMS outcome in 2017-18 declined by 39% to 6,221 compared to 2016-17. The demand for RSMS places decreased in 2017-18 with 17,003 applications received as compared to 20,236 applications in 2016-17. This decline is because of the tighter policies for regional Australia.

The skilled independent visas 189 category in 2017-18 were 39,137 as compared to 42,422 in 2017-18. The key to the lower outcome was the slow rate at which former Immigration Minister Dutton released places for processing.

The family stream visa numbers for 2017-18 was 47,732 down from 52, 220 in 2016-17. The decline of the visa numbers were in partner category. In each of the previous three years, exactly 47,825 visas were issued in the partner category.
While the partner visa issued in 2017-18 were less, surprisingly the new applications increased by 5.4 percent. The size of pipeline fell by 0.8 percent to 80, 936 suggesting a substantial number of applications withdrawn. In September 2018, the AAT had almost 5,000 partner visa decisions for review.

Australia Immigration Levels To Remain Constant At 190,000

Australian Prime Minister Scott Morrison says that Australian immigration levels are expected to be at previous year’s same level or just a little over 160,000 against the planning level of 190,000. He continues that immigration level will remain at last year’s level that was nearly 28,000 less than the planning level of 190,000. Mr. Morrison told reporters, “They used to be a bit higher than that in terms of what the permanent intake had been a few years ago and that has come down somewhat over the last year or so. And I expect it to remain at those levels.” This remark was made by The PM in response to the NSW Premier Gladys Berejeklian's call to reduce the state’s overseas migration intake to John Howard levels. The immigration levels of the previous year drop off to 163,000- lowest since 2007-08 under John Howard.

Australia Needs to improve infrastructure, not cut off immigration
