Is 60 points sufficient to get Australia 190 Visa?

A point based immigration system is followed by the immigration department to migrate the potential applicants. As your eligibility is solely based on the immigration points, I would say, the Australia pass point is more important.
To be able to apply for Australia PR, an applicant must score at least 65 points on the point assessment grid. The points are calculated for age, educational qualification, work experience, skills, language ability and other factors.

From 1st July, 2018 onwards the minimum pass points to apply for Australia PR is 65 and not 60 points.
However, the language requirement is also a key factor that constitutes the immigration point score. The highest immigration points for language proficiency is 20 points that you get after scoring IELTS 8 bands or PTE 79 or more in each module of Reading, Writing, Listening and Speaking. And you receive 10 additional points if you score IELTS 7 bands or PTE 65 or more in each module of reading, writing, listening and speaking.
Hence, scoring good language skill points will surely add your immigration score that will ultimately boost your Australia PR chances.

What are the chances of getting Australia PR visa under Visa 190? My age is 38 and scored 60 points

The minimum points to apply for Australia PR is 60 points that depend on your age, work experience, qualification, English language efficiency and other factors. As per the current invitation round results, the applicants scoring more than 75 points are being invited by DIBP. Therefore I suggest you increase your immigration score first and then apply for Australia PR.
Although 60 points are the minimum score to apply, scoring more points increases your chances of getting an invitation from DIBP. The higher is the immigration score the better would be the chance to get PR. There are many ways you can increase your points. As you are applying for Australia state nominated 190 visa, you will get 5 additional points for the state nomination. Also, English language proficiency is the key factor which can boost up your immigration score.

How Can I increase my Immigration score by English language test?
Australia is English spoken, therefore, English is the primary eligibility criteria, if you are applying for Australia PR. Australia immigration authority accepts IELTS, PTE, TOEFL English language towards the immigration process. IELTS is the most preferred language for immigration. You have to score a minimum of 7 bands of IELTS in each module of reading, writing, listening and speaking to get 10 points and scoring more than 7 bands get you with 20 points that boost up your immigration score.
Other than IELTS many applicants also prefer to go with PTE, as PTE seems to be easier than IELTS. The minimum marks to be scored in PTE is 65 marks in each module of reading, listing, writing and speaking out of 100 which gives you a total of 10 points and scoring more than 79 marks gives you 20 points that add up to your total immigration score.
