The IRCC proposes that draws will be based on characteristics like language proficiency, education, or job experience despite the lack of precise categories. The immigration minister for Canada, Sean Fraser, has repeatedly said that targeted draws will also be done by region. On November 29, Fraser defended his support for regional immigration before the Standing Committee on Immigration and Citizenship.

Fraser cited programs like the Rural and Northern Immigration Pilot, the Provincial Nominee Program (PNP), and the Atlantic Immigration Program as examples of policies that have significantly increased the regionalization of immigration levels. They are now able to conduct targeted draws by both sector and region thanks to the Express Entry system flexibility.
What are the reasons prompting these changes in Canada Express Entry?
Due to aging demographics and a low birth rate, Canada currently faces a labour deficit.
By the year 2030, nine million Canadians will be old enough to retire, and since there aren't enough young people to take their jobs, there will be a lot of open positions that will be challenging to fill.
Canada's workforce and economy both rely on immigration to be healthy.
According to the immigration levels plan 2023–2025, up to 500,000 new permanent residents should be admitted annually by 2025 in order to support maintaining and expanding the workforce.

Of them, more than 110,000 will be accepted under Express Entry programs.
Who can expect an invitation from Express Entry in 2023?
On which applicants will receive invitations to apply (ITAs) in targeted draws, there has been no confirmation to date.
The minister declared that in order to determine the best candidates to target, he would speak with the provinces, business councils, and other stakeholders.
The new authority granted to the minister makes it feasible to select candidates for Express Entry on the basis of the most urgent economic requirements and labour shortages.

The sector's overall employment vacancy rate was 6% in October.
However, it is conceivable that in order to fill open positions more quickly, future Express Entry draws would exclusively focus on applicants with a history in the healthcare industry.
