My friend, first thing I would like to say is that your question is highly confusing. Are you talking about IELTS or PTE for Australian Permanent Residency Visa?
Based on assumption, I would like to give answer for this.
Australian Immigration Department requires applicants coming to their country as migrants must have English language ability. If applying through General Skilled Migration visa categories it is mandatory to take language assessment exam.
There are many English language tests that you can take to evaluate your language ability. IELTS and PTE Academic are both famous language test for Australia PR.
The evaluation of IELTS is done on the scale of 0-9 bands whereas for PTE Academic evaluation is done in 10-90 points. Both test formats check the language ability of the applicant in four sections namely Reading, Writing, Listening, and Speaking,
Assuming that you have 5.5 bands in IELTS, you are not eligible to apply for Australia PR with low score. The minimum IELTS band requirement to apply for Australia PR is 6 bands in each module of reading, writing, listening and speaking. Though, this score will not give you any additional points towards your overall immigration point score.
Now, assuming that you have 55 bands in PTE Academic, you may be able to apply for Australia PR provided you have 50 PTE score in each module of reading, writing, listening and speaking. In this case, you may apply for Australia PR but you will not get any additional points.
You will only be able to get Australian Permanent Residence with high immigration point score. The higher are your scores, the better PR chances. However, the minimum Australia pass score is 65 points on the basis of age, educational qualification, work experience, skills, language ability and other factors.
Nowadays, the invitations are only given with 70 points and above. Thus, if you are able to get 70 points for Australia PR then you have high possible chances of receiving ITA.
