In 190 Visa approval letter, it is clearly mentioned that there are "no obligations" to move to another state with Subclass 190 visa. But as the particular state sponsors you, therefore, it is your responsibility to live and work in the same state of Nomination.
Skilled Nominated visa 190 allows you to live and work in the nominated state of Australia for at least 2years. After completion of 2 years, you can move to the different state of Australia if you meet the eligibility requirement of the particular state. You can also move to another state before two years as there is no legal law to stay 2years in the nominated state, but it might not be favorable in eyes of Australia immigration authority.
If you want to work and live anywhere in Australia, I will suggest you apply for Australia Skilled Independent Visa 189. This is an independent visa where an applicant has rights to live and work in any state of Australia.
