A secondary school teacher can get invitation for Australia PR visa 189 with 60 points?

As per the Australia Latest Immigration News, the Australia immigration score has increased from 60 to 65 points set by DIBP. (Read here). Therefore to apply under Skilled Independent Visa 189 you need to score the minimum of 65 points. The points are based on your age, work experience, qualification, English Language efficiency and other factors. Therefore I will suggest you to first increase your immigration score and apply for Australia PR Visa.
How to increase my immigration score?
Skilled Independent visa 189 is an Independent visa which does not require sponsorship from the state, territory or family member living in Australia, therefore you will not get any state nomination points. However, you can increase your score with English language proficiency test.
English is the key requirement for Australia immigration process. Australian immigration authority accepts both IELTS and PTE for Australia immigration.
Applicant has to get minimum of 7 bands of IELTS in each module of reading, writing, speaking and listening to get 10 points for English score. However, scoring 8 bands of IELTS you can get 20 points that can boost up your total immigration score.
For PTE the minimum eligibility is to score 65 marks in each module of English that is reading, writing, listening and speaking. 65 marks will give you 10 points that will add up to your total immigration score. However, scoring more than 79 marks will give you 20 points towards your total immigration score.
As you are a Teacher, I think It’s easier for you to score good bands in English proficiency test. The thing to be noted is that the higher is you total immigration score greater will be chances of getting an invitation by DIBP.
